Workflow - Issues with the Delay Activities

At a minimum, you need SP1 for the SharePoint server (MOSS or WSS as appropriate) and then the post-SP1 Rollups:

You need to contact MS Support to get the hotfixes. The info is available in the above links. These should take care of the majority of the issues with the Delay activities.
